We are seeking a highly skilled Technical Business Analyst for a 6-month role, with the possibility of extension, to join a SWAT team forming to address data quality issues and transition all data responsibilities to a central data team. The role will support a government entity focused on assisting job seekers through retraining and job matching services. The primary focus will be on analyzing and understanding data flows and processes that support the entity’s operations, with an emphasis on data creation, reporting, and technical architecture.
Time: 6 months (with the possibility of extension based on performance and project needs).
Data Flow Analysis: Analyze existing data flows related to job seeker retraining programs and job matching services. Identify areas for improvement in data collection, processing, and reporting.
Process Documentation: Document all business processes that generate or utilize data, including workflows, data dependencies, and touchpoints across departments.
Technical Architecture Understanding: Understand the technical architecture underlying data generation and management, providing insights on how the architecture supports business processes and data flows.
Controls and Access Management: Develop and document access control policies and procedures to ensure data security and compliance, identifying any gaps in current processes.
Data Quality Improvement: Implement strategies and initiatives to uplift data quality, ensuring accuracy, consistency, and completeness in all datasets used across the organization. Collaborate with relevant teams to define and enforce data quality standards and metrics.
Process Improvements: Collaborate with stakeholders to suggest improvements to existing processes, ensuring data is accurate, timely, and effectively used for reporting and decision-making.
Project Management: Assist in managing this project. Ensure project goals, timelines, and deliverables are met while maintaining regular communication with stakeholders.
Reporting: Provide insights into how data is reported, analyzed, and used by the entity, recommending reporting tools and improvements where necessary.
Compliance and Governance: Ensure all processes and data management protocols comply with governmental data governance and security standards.
Stakeholder Collaboration: Work closely with technical teams, management, and other stakeholders to align on process optimization, data management practices, and control implementations.
Project Management: Strong project management skills, with the ability to plan, execute, and monitor projects. Experience in managing cross-functional teams and meeting deadlines.
Data Flow and Process Analysis: Proven experience in analyzing and documenting business processes and data flows.
Technical Architecture: Solid understanding of technical architecture and how data systems support business operations.
Data Quality Management: Ability to develop and implement data quality improvement initiatives and ensure high data standards.
Controls and Access Management: Experience in developing and implementing data security, access controls, and compliance measures.
Collaboration: Excellent interpersonal skills, with the ability to collaborate with technical and non-technical stakeholders.
Reporting and Data Analysis: Strong skills in using data for reporting and decision-making purposes.
Communication: Ability to convey complex technical concepts to non-technical stakeholders clearly and effectively in both English and Arabic.
